My roommate who I hate is moving out end in this month she has thrown all her trash in the living room floor and the bathroom floor wrappers cookies etc and she spit her toothpaste out in the sink

She should but she won't and chances are the landlord won't do anything either because unless you have actual evidence of her doing these things it'll just be your word against hers

Depends on the lease but more than likely yes. If you can prove it you can take legal action and bill her for a cleaning service.
