What does it mean when a girl says that was nice to you after you say you where looking forward to seeing them smile?

I'm a little confused on the question. Did you mean to say the girl said nice to SEE you? I think there might be a word missing in that sentence. I'll base my opinion on what I think you are asking about. A lot depends on other context that you haven't provided. If she said it was nice to see you she could just her being polite. Not uncommon phrase to say to someone whether it is just a friend or even a colleague. So you really can't base if she likes you on that alone which is what I am guessing you are wondering about. There would be signs of flirting most likely if she was into you or trying to get your attention. Just saying what she said doesn't mean a thing.
