Why do some people blatantly stare at people they hate?

For me it's instinctual.
I watch them because I don't trust them. Whether I think they'll actually do something or not is irrelevant.
Glaring at someone is a way to visibly show that you dislike someone, it signals to the group who to trust and who to avoid.
Also, staring makes people uncomfortable, so that's a bonus.

Okay but what’s the point of turning around to stare at a coworker for instance walking past you? What are you afraid of? That she stabs you in front of everyone? I think it’s ridiculous

If someone's feelings rise to the level of hatred, I would think that they are staring because whatever led them to hate the other person was quite visceral and intense.

An example of non verbal communication at the very least. To hate on someone simply means you don't want to talk to them or have anything to do with them. When you glare at them, you are telling them you are upset with them and you won't talk to them. The more mature way is just to avoid them and not let them get to you.
