Honestly, it’s rude and creepy to stare at a woman’s chest. If she’s wearing something super revealing then it’s easy to say she’s probably wanting the attention. Which you just simply shouldn’t give it to her, as well as not just stare at women's chests.

Maybe it’s not technically illegal, but it’s rude and creepy to many. Especially women who are in relationships.
