Why do men stare at a womans boobs while she's walking?

I was walking towards my boss and I caught him glance at my boobs while I was walking towards him. Why?

We do like boobs, but most likely you're just imagining things. Men are taller than women. If we make eye contact, we are looking down. A lot of women think we're looking at your boobs whenever we're looking down. Face it girls, you're not 6'3" like us... If we didn't look down we'd run into you, step on your toes, and knock you over.

Probably because a woman's boobs jiggle up and down while she's walking, and that's nice to look at. Your boss may be older than you, but he still appreciates an good-looking woman. There's nothing wrong with a man looking... most women view that as a compliment.

Why are men selective about the cleavage they look at?

I'll see women wearing vests with full cleavage out. As in their boobs are pouring out. But they won't get stares

But the same men would do a 360 turn to look at my cleavage on the same train
