Two piece suits are really helpful for ease of changing and taking off and on for little girls. So I think any age works for a brief style swim bottoms. For more mature things like a string bikini or cheeky/thong bottom, that's for when she's old enough to start choosing her own clothes. I'd say mid-teens, probably.

I think 13 to 17 is acceptable or when they are fully developed but no thongs just bikini bottoms.. When they turn 18 they should wear anything they want even a thong if they like.
