Personally, I feel insecure about him seeing my face up close because it might change his opinion on if he thinks I’m cute or not. But I look at him from far away because I want him to get hints that I like him without being too obsessive or obvious. Also, we do this to admire your beauty without looking creepy.

I would say that based off of this, she likes you at least a little bit but is shy or nervous around you :)

You probably make her nervous. If your interested in her take the next step of just saying hi to her when your close and maybe add an "how are you doing today".

Start small, if you notice her warming up, or maintaining eye contact through your mini-conversation. Add some more sustenance to it.

To be fair, us women are wishy-washy. There was a guy I wouldn't stand for the longest time at worked, next thing you know, he was my favorite guy to see at work. He got my attention buy staring at me and asking me about how I was doing every day. Someone caring is nice.

You have to think about the fact that she’s catching you stare or look at her as well, so for as much as you think it’s her doing the staring, she may feel exactly the same about you. In fact it makes most sense because traditionally men make the first move, so if she keeps catching you look at her she’s probably wondering why you haven’t approached or why you keep doing that.

I don't really know this girl, to be honest. I'm usually in the library, following my usual studying routine. Then, I lift my head up and notice a pair of eyes staring at me from a distance. We spoke once (she initiated), and she seemed nervous. I don't know if she hates me or likes me, Avoiding eye contact up close tells me she isn't, But if that is the case why does she stare.
