Dude, I'm pretty sure that girl was checking you out! When a girl stares at your crotch like that, it usually means she finds you attractive and was taking a look at your package.
Then when you caught her looking, she got embarrassed and glanced away. Girls don't usually stare right at a guy's junk unless they're interested, you know? She was probably just curious what you're working with down there.
I'd say you definitely caught her attention. Next time you see her, try smiling and making eye contact. Maybe even compliment her outfit or something to break the ice. Then ask for her number before she leaves.
