There's only two main possibilities. If it was a mistake, she'd have contacted you immediately to deny and beg you to delete it. If she didn't do that, then it wasn't a mistake. She fancies you and this is the most obvious thing she can do to let you know.

There are, however, other possibilities. Such as her boyfriend is jealous as fuck and sent this to you to see if your reaction was a friends reaction or a horn-dog's reaction.

To combat this - call her. Tell her you liked the picture, but ask her if she meant to send it or did someone hack her phone or something. Give her the out. But (and this is important) let her know you LIKED it, first.

Context is important, the conversations you usually have with them before this event. However as @_Maya_ and @MairimBP have said it could be accidental and it could be attention seeking, either way it’s disrespectful to all parties involved.
for me personally seeing a friend in a bra is not sexual, as I’ve seen them in bras, bikini over the years and they are simply boobs. Without an emotional connection with them, they may as well send a photo of a book lol.

Well that isn't typical behavior. What did she say when she sent it? Did she just send that and nothing else and what was the conversation surrounding her sending that to you? That might give me a clue as to why but in the end it is inappropriate and she is doing to get a reaction out of you. While seeing a girl in a bra is no real big deal the fact that she is in a relationship and sending semi provocative pictures is a big no no. There is reason behind those actions and I am not sure what hers are. The first thing that comes to mind is she is simply looking for attention she is not getting from her boyfriend. It could be other things too.

I’ve had the “ omg , I accidentally sent that “ from a girl before and ex’s trying to get a reaction but they were single and just trying to get attention but with a boyfriend and doing that , I doubt he would approve but I guess I couldn’t be certain it wasn’t sanctioned. Either way though it’s nasty. Delete and block , unless the picture also contained her face in which case make her b/f aware. Skank !

I got a similar pic from a friend a couple of years ago. We often flirt with each other but the photo was something new and I was quite appreciative but can't/won't act on it because I'm married.

My guess is that it was sent in error, a fat fingers error. She probably intended to send it to her boyfriend but tapped your name instead in her phone.
