Women are rarely ever going to do something first. While yes we absolutely have women around who are down to make the first move, I’d say your most likely to encounter one who expects you to do it, or at least hopes you would. We’ve just been too conditioned to believe men approach, not just by society but people directly in our circles, family, parents. All this to say, if you want any traction then it’s most likely on you. Especially if she’s shy or soft spoken, that’s just never gonna happen.
