If a girl teacher gazes at me when I am in a lecture. I’ll look her direction and once we lock eyes she kind of gazes not just any ordinary look? I wasn’t even staring just looking at her.

Are you a student? Is their any sort of pressure in the look that feels like its desire or does it look more like curiosity. You called him a teacher which would be relevant whether you were a student of his or not., If you were are or I'd play it by ear before doing or saying anything about it. If there have been other incidents or if they truly seem like his ( I'm assuming it is opposite gender) looks that assessing you sexually maybe than assume that it's parental style concern. If you think that the looks limply a sexual interest and you're pretty sure you might want to consider reporting it, The only reason I'm hesitant is because a "sex offender" label could destroy his life. Thyere finally seems like a reasonable distance to cover in age if I'm in the year I start college and she''s in her 1sty year or so out.
