What Happened:
At graduation, I was sitting in the row behind a girl I didn’t know.
Through the side of my eye, I noticed she didn't stop, looking at me, and waving for a while. Keep in mind, since she was in front of me, she would have had to physically make an effort to look back.
After some time, when I still didn’t respond, she said “hey” to me and told me her name.
I just said “hi” back and didn’t think much of it.
Aftermath:
My female friend, who saw everything, got mad at me.
She said I was being rude and that the girl was obviously trying to get my attention.

That does not mean that this girl liked you but simply that she wanted to either ask you something or simply attract your attention. Not everyone that looks at you is actually interested in you.
You were not a jerk for not going into that conversation as you are obviously not interested in getting to know her more.
Your female friend has no business intervening in your private life and she should keep her remarks for herself. No need to get upset because of you not wanting to talk to that girl beyond the casual greeting as you did it.
