Is it normal for teenage girls to walk around without bras or only in underwears in front of their father?

Do you mean nothing on top at all and just her panties on? Because NO!! That's not normal at all. Period.
They do sell sports bras though and she might be comfortable wearing one of those in ft of him.
My concern is that she feels comfortable enough to do this and he doesn't stop her - so it sounds like to me that they're both way too comfortable with her letting him see her that way.
There could only be one reason for that and that's if they are being sexual together in some way.
There are some women who don't even like being around their own husbands without a bra on!

Of course not half naked, i meant wearing a t-shirt or any top but without bras!

Personally it's a big no for me, if i had a daughter, she must always be modest in front of me!

As a teenager I never walked around the house in just my underwear. However wearing my PJs or sometimes a T shirt without a bra underneath wasn't a problem.

It depends on the history and upbringing of the people involved. I had a teen stepdaughter who frequently walked around the house in her underwear if her mom was not at home. She was not trying to seduce me, and nothing improper ever happened, but her mom would complain if step-daughter did that in mom's presence. Step-daughter saw me in my boxers on occasion. For us, it wasn't a big deal.
