If it is an advert, then the makers want attention from people, mostly men of course that will objectify and sexualize that woman. Why would it be different?

The message is clear. Unbutton as much as possible to give men what they want.

As to why women would do that to themselves, the message is clear.

"I am a hoe, I want men to look at my body because I have no brains, I need all the attention I can because I have nothing else to offer".

That would be the message given by those low morale girls that unbutton so far down.
