Most men have no issue with a girl being shy once they get to know her and understand that her lack of response and eye contact isn't disinterest or condescension, but shyness. The problem is that the shyness is usually a massive hurdle preventing the guy from ever getting to that point in the first place. It's even worse in a #MeToo world when women are so fast to claim sexual harassment if the wrong guy dares approach her. It's made most men stop approaching women entirely.

You, as a shy girl, are going to have to figure out a way to communicate your interest in a guy before you can hope for him to approach you - and of course, not every guy will be interested, or even available, so it won't always work out. Still, you have to find a way to let him know that you would welcome his interest. If you don't, you will rarely be approached. That's just the reality.
