This might be an unexpected answer but men actually. Shorter shorts for men have become fashionable where I live and the weather's gotten hotter than ever and I've seen a lot of men with perfectly smooth perfect tan glowy legs. Not sure if they shave or not though visually it looks like they do.
The women around here have actually been getting kinda jealous lol. Talking about their legs are never perfect while using every product possible on them meanwhile these guys have perfectly smooth legs without even trying.
I'm not even attracted to men but I do enjoy looking. I just never knew men could have such smooth and perfect legs too.

I don't know for sure but it kinda seems like it lol. I would assume part of the reason is with men's shorts getting shorter perhaps they just don't want big hairy thighs on display?
I can kinda see why. When I think of big hairy thighs on display in short shorts I think of a creepy uncle I used to have. Shaved/wax legs seem more chic.
Probably women’s. For one women aren’t usually looking to spread a man’s legs to get to what between them whereas we as men are. So yes I’m going w women. Plus as a man I’m not checking out other dudes’ legs.

I guess most guys are going to say women's are, which in some way I can agree with.
However that being said, I do enjoy seeing the occasional pair of tanned and well toned guys legs.
Long, well proportioned are attractive regardless of gender. I mean actual legs with some shape, not two skinny little sticks
Neither is attractive. Only young people have attractive legs.
