Girl says hi to me always but never tries to talk to me?

I thought she liked me from various behaviors from her, but she never actually tries to talk to me outside of just saying hi all the time.

I personally am very shy and wait for the first move, it never hurts to try. But, If you try to initiate conversation and she keeps it short then I'd say she is not interested, and you should just move on.

Well lets see... Smiling, staring at me and making it VERY obvious, she used to smile and say hi with a twinkly look in her eyes. I think she does like me, it's very obvious but maybe she IS trying to start a conversation by saying hi like the guy below says?

Sometimes hi just means hi. Trying to read any more into someone just saying hi is foolish.
