Why does she stare at me but never talk to me?

This girl always turns her head around to look at me. She'll even go out of her way to walk past me. We just see each other around and have never had a real conversation. I asked her out to lunch about two weeks after getting her name and got rejected. But after the rejection she still does the same thing. We'll make eye contact in places like the library but neither of us will say hi to each other first. I personally don't say hi first so I don't seem desperate. The funny thing is a few minutes later she'll make it so obvious she's going out of her way to walk right in front of me. Some tables in the library are kinda close to each other so you have to squeeze through to walk through some of them, which is why the vast majority of people walk around the tables. Out of all the table she chose to walk through, she chose to squeeze in between my table right in front of me. She did this without making any eye contact, which is strange considering the fact that I would catch her staring at me across the room every few minutes. What is she doing?! She rejected lunch with me but makes it very obvious that she goes out of her way to get my attention. She never even initiates a conversation with me. And what should I do?

Haven't you asked this before here? Anyway, I assume that you asked her out to lunch within a few minutes of your very first (and only?) interaction with her? That is a huge, huge no-no. But she clearly wants you to initate contact with her again, so go talk to her - and keep it cool and don't rush her. Kepp the convo light and friendly. In your next, or third, interaction (conversation) you can make a move and ask her out again - although I very much suggest an 'interaction' (my English isn't so good-and no, I don't mean sex! You naughty boy...;) ), like a theme park, or roller scating or something.

Maybe she didn't know much about you to decide to date you.. But now she has second thoughts... But yeah.. girls like her are gonna be immature entitled bitches, and expect you to make all the initiations, AND expect you to ask her out again..

I'd probably just try to initiate conversations with her and get to know her more. Maybe she'll hinit hanging out... Make sure you pay attention. But be sure to flirt and tease her.

Instead of asking her to lunch, have a conversation with her. Casually say hey every once in a while and get to know her then try again. If she says no after you get to know her she's not interested that way and probably only wants the attention.

I did used to start small conversations with her but not after she rejected me. All I do is just say hi and bye. I just don't know what to do now. I don't want to start talking to her again and then have her reject me. I have no idea why she's still doing all these completely obvious things that are meant to get my attention.

girls usually don't initiate , in my experiences the guy almost always has to make the first move , this is something you have to be expecting and ready to do when trying to meet girls

You made the wrong assumption there. Guys are expected chase what they like. Talk to her when the opportunity arises maybe you'll have a second chance.
