It also depends on where you are in the world. Even inside USA, the nature of people and strangers is far different between, say, New York City and South Florida locations. By NYC, I mean those blank dumb looks in the subway and trains in peak hours. Everybody has this invisible fence around them and that fence is supposed to guard any eye contact. In South Florida however, like in Miami, the warmth of the Latin culture is very evident in the way everybody smiles and greets you.

Of course, this question was from perspective of how women feel but this is what I think looking from the other side.

Agreeing with other girls on here, I would think it would be creepy. Or that there's something wrong with me, resulting in me feeling self-conscious. Although, it depends. If I know and possibly like you, I would take that as a sign of interest and would do something to keep his attention on me...However. If I don't know you too well and/or don't like you, I would be kind of pissed off. I've had a guy turn in his seat and stare at me and I was so uncomfortable that I used a book to shield his stare.

it is possible. some guys are shy and look away once you "catch" them. maybe he didn't want you to think he's a creep and that's why he looked away. furthermore staff members are not allowed to flirt with gym girls...

Because a very attractive guy does this to me, and I do think it's hot, but I would say that there would have to be even a little hint of a smile after a while or else I would think that he doesn't like me or something, which is my current case!
