Depends on the way they are staring.
In most cases, I don't really assume they are trying to flirt when our eyes meet.
They are usually just spaced out, or they are examining something about me/making judgements.
If they don't look away, and I interpret their stare as inviting, then yes, I do like it and I will reciprocate.

But it's not a common occurrence, I think body language and physical proximity is more of a turn-on, because it's a more obvious tell.
