Looking a woman up and down isn't mesmerized. I've been mesmerized by only one woman and I almost got run over. She took me completely by surprise and I couldn't take my eyes off hers but my feet kept moving towards her. She found it really funny because she'd stopped for the cars to pass on the opposite side of the road and I just walked straight in front of them. Even when they beeped I was stuck on her eyes, my own rather wide. It probably sounds silly but my mind went utterly blank during that experience.

She was literally stunning and no woman has had that power before her or since her.

From my personal experiences, when I see a pretty girl, yes, every once in a while I do get mesmerized. I
start sweating, get goose bumps, and start feeling the butterflies in my stomach.

Sometimes when I check a girl out, that's it though. I am just checking her out, enjoying the beauty of nature for what it is. I might not be mesmerized, but I am definitely in a somewhat happy state of mind, that is until I see her boyfriend come up from behind?

Mesmerized is a strong word. It only happens if someones looks is a 9.99/10( 10/10 is a myth). I have only seen one girl that was 9.99/10 and it was in 9th grade.

Only if the woman is modest. Women who show too much skin turn me off, because it says something bad about their character.
