I had the bouncing leg thing in my 20's, it was usually an outward sign of nerves or anxiousness, although it could happen someimes when I wasn't (consciously) nervous.
If it seems to happen around you a lot then being around you makes him nervous. If there's no other rwason why he might get nervous around you it might well be because he likes you. Or it might be that he know's you like him and isn't sure how to handle it. Or both.
He's really touchy feely and gets jealous of guys and looks at me too long and makes sex jokes etc. a lot.
Also he's told me he feels really comfortable around me.
Well, sounds like you might well have him hooked on the line... but it might be up to you to reel him in too. If he is nervous around you then that might be stopping him from making the move.
He's not exactly in a position right now to act on it (long story) so that makes sense - an example or two:

He most likely wants to be your bf and possibly bone you, but there's something stopping him from making a move.
And I don't think it's shyness. Might be something more serious.
This is my interpretation as well - and I do hope it's both, God willing. As for why I have a theory but I can't really explain, sorry.

Its probably because of nervousness my crush used to do that all the time when we were talking. Now he's my boyfriend, so I imagine he likes you.

He likes you a lot. He is very anticipated when you're around. He just don't want to lose you so that's why his legs start shaking.

Actually I am wondering, why do you think he's sometimes super into my space, leaving against me when we sit together, closing his knees on mine "accidentally" (?) like 4x in a row, etc. if he's nervous and afraid of scaring me off?
He is trying his moves. He knows very well that he can't break the ice staying a shy little bitch.
I can't tell if he's making a move or just can't help himself. Sometimes he will touch my hand seeming accidentally but then move away when he seems to notice. Or move his arms so they happen to touch mine and do it several times but then move away - I can't always see the logic behind why he chooses to stay or move away.

Then start doing your moves. Once he will realise that you had given him your consent, he'll not be that repulsive anymore.
