He means he misses you. Not a little, but he says "I kinda miss you" cause he doesn't want to directly say "I miss you".
Im not a guy but few dys go I also said " I kinda missed you" to my crush. It had been 4 weeks we didn't talk and I was missing him a huge bunch of lots. But I don't know, i didn't want to sound "annoying" saying "I missed you".
It truly means that he misses you (and is probably interested in you) lol
I think it means he wants to see you. It isn't necessarily sexual, either. The hesitation likely stems from being uncertain if you want to see him.
There's not much to be read into it, it's pretty straightforward.

If I text a girl anything about missing her it truly means that I miss her and want to be with her right now. If I express it like “kinda miss you” that’s only to not sound as pushy as a simple “miss you” would… but I don’t mean “kinda”.
Wanted to see a girl this weekend but couldn’t find time for eachother and I have been on work trips all week several weeks… so I sent her “Kinda miss u”…. But what I really mean is “I’m really really sad we couldn’t see eachother this weekend and I really really really miss you right now and want you here”.
I can’t speak for all guys but I’m pretty sure most guys just put the “kinda” there to mask their message a little.
And this we do even if we are quite sure that the other person already has an idea about our feelings for them. I feel I’m pretty out in the open with this girl that I have feelings for her and would probably get away without the “kinda”… but it just feels good to put it there to still say the same thing but in a little more subtle way.
