Please do not tell you mom, that will just mortify him and embarrass him forever. It is common for young boys to start being curious about girls and their undergarments. Many boys and guys develop a fetish for women's underwear and like to try them on. Since women's clothing is designed to fit a woman's body it can feel very different for a guy to wear them. This can be very interesting to a curious boy and also every erotic. I can totally understand this is very disturbing to you. Please understand he is not attracted to you or interested in the underwear because they belong to you, he is simply attracted to "women's" underwear. At his age, your underwear is simply the easiest for him to have access to. So him playing with your stuff is more from convenience, and nothing to do with you personally. Ultimately those articles are your property and he has no business touching them. You have several options on how to handle it. You can totally go berserk and freak out and tell your parents which I guarantee will not go over well and you will likely destroy your relationship with your brother. Or, you can tell him to respect your belongings and not touch them, or you can compromise by saying as long as he returns them cleaned he can do what he likes, or you can take him shopping with you and privately buy himself his own. It doesn't have to be an awkward embarrassing thing.

lol I'm 15 too (you said he is ur twin so I assume that he's 15) And I've always wondered what it's like wearing a bra. Maybe he's just curious, if he had a phone on him he probably was taking a picture of himself with a bra on, just like my older brother did once (17)
