From what I've read, ISTJ people are logical, and not willing to make a move if there is a chance of them being incorrect about the outcome or consequence of that move. I think the best way to know if he's into you, is to let him know you're into him. That way if he is into you, he will know that making you aware of that will very likely end in something good.

I could be wrong however, I am only starting to scratch the surface of my own personality, let alone somebody else's.
