What does it mean if a guy gives you a deer in the headlights look when he sees you?

There is this guy who I speak to often and the other day I walked past him and he was sat down and he jumped up when he saw me and looked started like a deer in the headlights look like I scared him or something..

Why did he do this?

That happened to me once with a girl from work. We weren't on good speaking terms. I went by and said hello and kept walking. She had that look turned red mumbled hello, then turned around really fast.
