My crush stares at me but doesn't look away when I catch him, what does this mean?

I really really don't know if he likes me but I clearly like him and I notice he stares at me almost always. When he does so, he doesn't quickly look away, instead he holds his gaze until I look away. What does this mean? What's he thinking about? (p. s. I know for a fact he's not daydreaming or anything bc he'll sometimes converse with me)
