What does it mean when my crush doesn't smile at me when he glances and stares at me?

hi guys! so i always catch my crush staring and looking at me when i'm around him, but the thing is he NEVER smiles when i catch him looking. he doesn't even smile at me when he catches me looking at him. but then i see him giving friendly smiles at other girls when he walks by them. but i have smiled at him before but he has never smiled back. he just keeps staring at me. so when he looks at me he never smiles or looks away. the only time he smiles at me is when we are talking to each other. he smiles at me more than me lol. and he is a very nice guy but i don't know why he does this. and do you guys think i should look back cause i am kinda shy. so what what does this mean and what should i do? thanks!
