Low IQ is the first thing I notice in this case. Also low self esteem, poor judgement and bad eating habbits. After these a nice smile and an ass I'd like to smash. But you don't look like wifey material, maybe a fling, so a pass from me.
If the emphasis is the ass, then that's the first thing I'll see.
First thing is her overall body as I usually see her from a distance
If I'm looking from the angle like the photo, I'm looking at butt first. Otherwise I go for face. Nothing in particular. The mind knows an aesthetically pleasing face right off the bat.

3. Hair, Face, eyes, etc
You look like the maintenance man that works in my apartment complex.
I suppose I notice something I find familiar about them, as well as things I find unique.
Both factors play gigantic roles in my attraction towards them or if I'll be brave enough to approach them to begin with.
I like the fact you pay attention to behavior too.

I think dress is the most noticeable thing in every corner of world. And attraction is natural factor.

It depends on the person really.
A guy with a 3 foot green mohawk is going to be more noticeable than the guy with the $10 dirty blonde fade.
The guy walking through Walmart in a zebra speedo is going to catch my attention before the guy wearing a pressed polo and Levis.
Same goes for the man loudly professing his undying love to a corn dog.
He's catching more glances than the one clicking away on his phone and giggling at overrated memes.
But.. more noticeable isn't always desirable right?
Unless it's that guy getting engaged to his food,

What men find most desirable in a woman isn't really of my concern, as I wouldn't want to change myself to accommodate anyone I don't already care about.
But I suppose it wouldn't hurt to know,

I think you are already found what was you looking for. Because My opinion doesn't depend on materialistic things. Like you mentioned earlier.
In this case that ass followed by her smile, face hair and tummy. Lastly boobs and legs. All under 2 seconds
Eyes and smile in combination. Then cheek bones.

In that picture I noticed her butt first, her upper body second, her foot third and her face last. Though maybe I noticed her hair color first subconsciously.
