That's probably a lot more thinking and planning than guys actually put into it, but yes. Women make suuuuper surface level determinations about guys, and we know that. You can't know the relationship you're going to have with someone 5 minutes after you've met them for the first time. You just can't know. You don't have enough information. Men also know that women will frequently change their minds after they get to know men better. Hence; we try to get your attention

Sure thing! The guys who do this aren't expecting you to fall in love with them, when they're trying to get your attention. What they are hoping for, is that you'll interact with him, and by interacting with him; give him a more fair chance at making a connection with you

Yes. Again, he's probably not actively thinking about it, but you approaching him certainly wouldn't hurt! Women really need to get more proactive about expressing interest in guys.
