Are you shaving in the bath or shower? Make sure you are using a new (or close to new) razor. Don't shave your legs with the same razor.
Perhaps leave a neat landing strip or dorito chip and try that out. Guys have different preferences when it comes to that.

I've never seen this as an issue. For some girls it's too difficult to get it perfectly smooth. No big deal.
Every guy is different. I personally would be a little distracted, not because of how she looks but because I'd be thinking that can't be comfortable for her.
