They don't have to be big, especially if he's attracted to you and likes you. And we're visual, and sometimes look and don't even realize we are honestly lol. But does it make you uncomfortable? Like does it really bother you, or is this just something you noticed more? But directly is the best way to tell him. And you don't have to be "mean" or anything. You can even say something like "I notice you looking at my chest a lot, and while I'm flattered, it bothers me a little bit". Or if you can't say anything directly like that, wear different outfits around him? Ones that don't show them as well. Cross your arms when you notice him doing that. Turn your body. Don't make it "easy" for him to stare. But the direct route is the better route because you are not only telling him you notice the behavior, but that you want him to stop it. And if he cares about you at all as a friend, he'll care about your feelings or what you think. And like I say, he may not even realize he's doing it (ie may not be intentional or purposely to make you uncomfortable).
