This guy & I lock eyes all the time. I definitely feel a sexual tension there but I’m not sure if he feels it too. Thing is if he didn’t, he wouldn’t keep looking at me, right?

Uh... just because you lock eyes with someone doesn't mean there is any sort of sexual tension. You kind of connected a whole lot of dots to think that.
