Why is my male neighbor so fixated on me?

He tries to make noise in his house to disturb the peace in mine. I did call the cops on them for blasting music but after that everything was fine (I thought it was) cause we talked for an hour and I discussed that I’m not into drama etc. Then the noise continued. But then I’m public he asks nice and wants to start conversations as if he’s bipolar or has a mental issue? Either you like someone or you don’t, either you accept their apology or don’t.

He secretly is attracted to me and can’t have me because he’s married (and I wouldn’t want him anyway)

Your first three options are pretty ego centric tbh. I highly doubt he likes you, nor is he fixated on you. So you really think he sits in his house and deliberately makes noises to aggravate you? Where are you getting the idea that this guy cares one bit about you?

No offense but I think he doesn't like you. I don't know why you would even think that from what I just read. I think he just likes having a good time and it involves loud music. That's all. You're being conceited or ego driven. I had neighbors like that once.
