If you ask a guy, do you want to hang out still, and he says yes, but you ask him when, and he says I do not know, what does this mean? Does he want to or just being nice?

Try again, this time being more specific, with an idea, and make it something fun that a guy might actually like to do. Then you'll get a better idea.

If he still responds vaguely, or he doesn't like that activity, or he's busy that day, then give him your contact info, and very coolly say, "If you want to go out sometime, ping me." That's it. It'll be up to him to meet you halfway.

Sounds to me like he's not worth your time since you clearly aren't worth his oh-so-precious time 🙃 if he wanted to hang out, he'd make plans to, plain and simple
