I understand if he's inexperienced or never would think any other girl would ever like him but how could he not see it.

Because many guys don't realise they are that attractive to particular women,

For example a 37 year old guy having a new beautiful year old colleague openly flirting with him, showing obvious signs of interest. He sees the signs, but feels that something isn't right, as he isn't a guy that women adore.

So a guy may see subtle signs, but maybe isn't sure if he is reading it right.

Obviousness. Still to this day, I'll remember a moment from my childhood or high school where a girl was DEFINITELY flirting with me and I thought they were messing with me or just being weird at the time

Men are men. This is self-evident, and easy enough to understand, but there's an important aspect of that you may have overlooked: men, being men, are NOT women. Despite what some people will tell you, we're not "stupid" or "clueless" or even "unobservant" (collectively, anyway), we're just much more direct.

If you want to communicate with someone, you need to be aware of differences in language, and differences in culture; gender, too, is a factor.
