Because when the Good Lord (or Mother Nature) created Man... they played a joke on him and made him permanently fertile from age 12 up! That means permanently "in heat", arousable and "ready and willing".

At the sime time, Woman was created with no fewer than 13 ovulations/year; and the entire female population is completely off synch so that wherever you go, from age 12 to age 50+, there's a very good chance that you'll walk past quite a few ladies in full ovulation, and your body will subconsciously detect it.
