Avoiding questions?

Why would a man avoid a question you ask him? Like if he would like to hang out and he doesn’t answer

I can only assume he does not want to hang out... I would not assume anything more than that. Could be for any number of reasons, but obviously he doesn't want to or there are other reasons that are preventing him.
Main reason why people avoid answering questions is because there is no good answer to give, and they would rather say nothing then really tell the truth about their situation.
Red Flag, be done with this one.

From personal experience I wouldn't answer if it was someone I had no intentions on interacting with and somehow they found my contact info.
If I was in the middle of something, like work.

  Okay. Then without context I am unable to properly give you an opinion on the matter. As my response is given with the information I have before me.
  
  There you say talk though. Talking is much different then texting. I personally hate texting. Takes too long to have a conversation, where if you were to talk it could be resolved in 10 minutes for example.

He doesn't know what he thinks most likely. It's not necessarily "no". But it's clearly not a "yes".
I always tell people anything other than an enthusiastic "yes" is a no. It doesn't mean it won't EVER be a yes. But it isn't right now. Move on! You deserve an enthusiastic yes from a guy who'll give it to you.
And if this guy who didn't give you an answer before changes his mind, now he can come ask you.

with that being the case you never ask again and when you are hanging with someone outgoing and loyal then they will know time don't stop and life keeps moving
