What's the difference between a guy checking out a girl vs a guy being nervous around a girl?

Which girl is he more attracted to? Like for eg you check out/ogle girl A but

when you're about to see girl B you take a whole of time to fix your hair, appearance, and are constantly aware of your appearance around her. Also you keep staring at her for long periods even when she's not looking as opposed to just ogling her.

Both are different things.

A guy checking out a girl means he is confident enough to do that. Hence it indicates confidence in the guy so he does not get shy or nervous while doing so.

On the other hand, usually shy gets get nervous around a girl and hence they tend to lack confidence to talk or to even look at the girl

Yeah, I would think that he’s more attracted to girl B, cause obviously he’s trying to not mess things up with her.

Something about girl B impressed him so much, and there’s a higher chance that he wants girl B the most.

With Girl A, it seems that he’s just doing a routine flirt like he would with anyone else he seems attractive. But something about Girl B he found special
