Why would a guy awkwardly linger when a conversation has clearly ended?

For example, he stood there saying "so yeah" and stood for about 5 seconds looking at me as if he was thinking what to say or waiting for me to say something.

because some of us are socially awkward.
I sometimes don't get it when the conversation is over, or the brain just shuts down and doesn't let me bring up new topics or a good segway to what I wanna say.

try to ascertain if he is lingering because he doesn't understand the conversation is over or that he doesn't know how to end it. or if he wants to keep talking but doesn't know how to.

if it's the latter, then maybe being a bit inquisitive about what they last said will allow them to break through. but if it's the former, or you wish to end the conversation, then make it clear with something like "Well, it was nice talking to you" or "I have to get back to work"

Maybe he is trying to keep the conversation going but doesn't know how, or he doesn't know what to respond, and just says that to not be silent. I don't know why he specifically did it though, he might just be awkward
