Guys, Should I ignore his IG stories to get his attention? Should I ignore him all together?

I know my crush is attracted to me but he doesn't like all of my posts and once in a while likes my stories. I noticed he likes other girls posts, like sometimes all of them and even comments on their selfies with drool emojis. Could be his friends? Does he not do this with me because he is more intimidated and feels more comfortable doing that for other girls? I am so confused. We met at his place of work and we see each other often but he doesn't come up to talk to me. I do see him look at me all the time and smiles too. We then started following and liking each other's posts on Instagram. I finally DMd him and told him I was attracted to him since I thought he may be shy. He sermed surprised and excited. Even wanted to see me that day. Unfortunately, I couldn't do anything that day but told him to reach out about some other time during the week. The next morning I messaged him good morning and he replied by saying he couldn't see me because he was preparing for a trip and said he was at work. I waited a few days and didn't hear from him so I messaged him and I told him that he is clearly not interested as he hasn't reached out to me to set something up. I told him no worries. No hard feelings at all. He then replied and said no, he wants to see me but has been very busy. This was about 10 days ago and he has not messaged me since. He still watches all of my stories as soon as I post them and sometimes likes them as well. But I am just very confused by this whole thing. Is he into me or not? Should I ignore him and wait for him to reach out? Sorry for the lengthy question. Again, I know he is attracted to me and so are his co-workers. I know looks aren't everything but I feel like I need to either talk to him on the phone or in person to really get to know him and he hasn't messaged me yet. Sorry for the long-winded information. I felt it was important to give all details

Thank you, I know it seems immature but I am trying to get back into the dating game and it's difficult with social media involved more often than not. I did not mention this but he is 25 years old and I am 40. I know a lot older but I do look very young for my age and take care of myself. I am afraid to message him since I already reached out and after having a great conversation he pretty much did not initiate a message to me. Won't I seem thirsty if I message him again?

It could be, not sure. He is definitely attracted to me I can tell. Has been looking at me for months now. Just doesn't ever come up to me. Probably because of his age. More immature. It's probably best I just move on from this situation. The confusing part was how excited he was to find out but hasn't followed up after I said I couldn't meet him that day. Thanks for not judging.
