My ex messaged me recently to tell me he still fantasizes about me frequently, but it appears he no longer has romantic feelings for me and doesn’t want to get back together.

We did hookup a few times post breakup but he said he didn’t want to continue doing that so we haven’t in a long time.

just confused as to why he would randomly tell me this

Sounds to me like he hasn't been able to hook up with anyone else so he's reaching back out to you hoping your history will give him a better chance for sex.

Not saying don't hook up, but I wouldn't look any further into it beyond "he is horny and thinks it would be easier to hook up with an ex than find someone new".

Yeah very true. He’s not a bad person per se but this breakup has hurt me so much and it seems he doesn’t care at all I just want to move on

Yeah I would tell him no.
Guys get... irrational if they are used to regularly having sex and then aren't able to get it regularly. So even though he isn't a bad person, he could be letting himself operate on a less rational level because he is feeling sexually frustrated.
I have sympathy for his situation, but it's not your responsibility to sacrifice your emotional well being for his sexual well being.

He told me when we broke up that he wasn’t ready for a relationship until he’s done school, and when we hooked up he said it was a bad idea because girls and guys see sex differently, so I don’t even think he wants to get back together. I just don’t know why he said that I guess he’s just trying to stay in my mind like you said
