Why do people steal? What is the mentality of stealing (particularly of items that have little value to you but useful or vital to others)? ?

I work in medical and a MAJOR problem we have here is people stealing hospital supplies.

I mean literally. They - of all ethnic groups - will come in, visit their relatives, and take off with whatever isn't nailed down inside the room. It has gotten to the point that cupboards in rooms have to be zipped shut with bike locks/cords. And a lot of the products they steal have little to no value to the thieves themselves.

As example we've had people steal toilet paper off of the roll (in washrooms) and full boxes of gloves long before COVID started.

This is the society we have today. Nobody is punished for these crimes. The behavior escalates until people are wheeling out portable EKG machines.
