So the guy that I’ve liked for quite a while has been avoiding me and hanging out with another girl. In the past he told me that he has feelings for me, and a week or two ago he asked me if I still liked him to “clear things up”.

Do you know what he meant by clear things up? Clear what up? I am guessing there was some context to your conversation. If he is hanging out with another girl then he probably thought you didn't have the same feelings for him. When he told you he had feelings before how do you react or what did you say? I am guessing you didn't reciprocate at the time since it seems he has moved on. Not much you can do if he is actively involved with another girl.

So he told you he liked you and you told him the same and nothing became of it? I am trying to get an idea why he passed up on an opportunity to go out with you. Sounds like you were both in the right mindset about your feelings for each other.

Ok so you both liked each other but he said he didn't want a relationship. You became a friend and he started hanging out with another girl. He wants to know if you understand that you're just a friend to him so he asks you if you still like him. He's just trying to clear up any misconceptions between the two of you so you're both on the same page.
