Do guys observe girls when they are eating at the table?

So I like this guy but he gives me mixed signals and I don't know if he is that into me. The other day I was eating at the cafeteria and I've noticed that he was across the room watching me with a friend of his. The thing is that they didn't eat anything they were just sitting at the table talking and he was watching me which made me anxious cause I like him and that was kind of odd... I don't know... is that a thing? Do guys do that? Does he observes my manners?
