Does a guy saying he deleted your nudes photos multiple times mean that he’s being truthful or is he lying?

he may have deleted them for his phone or wherever, but it still doesn't necessarily mean that they don't exist somewhere else, like his buddies' phone.
And in some cases, he just might have done what he said he did.
Sadly, you will never really be sure that he did, or what was done with them before they were deleted.
That is why sending those pictures are just not a good idea at all.
