What does the thumbs up reaction mean on a message?

I told this guy to let's just wait and go out to dinner or to the park for our birthday. And he used the thumbs up reaction to my message. What does this mean? Does this mean ok?

Yes that means "okay" or "sounds good". That is just a positive affirmation for whatever you said. In this context he is saying that is a good idea and sounds good. So basically you are good to go for his birthday for dinner and to the park. I am not usually a fan of emoji use because of interpretation issues like you are having here. So many people interpret emojis differently. Heck it is easy to not be able to intepret written text messages sometimes. This one is rather easy to figure out given the context and what he used. My guess is he was busy at the time he saw that and decided to just use that as a quick reply. Sometimes my phone will suggest emojis to replace text. That could have happened too.
