Guys, when you like a girl and are staring at her constantly, what goes through your mind?

Nothing for the most part.
I am serious.
That "stare" is a form of data collection. He watches you for several reasons:
1. If you are new, he's staring at you to determine if he really thinks you are attractive.
2. If he already thinks you are attractive, staring at you builds his hunger for you.
3. He watches - and listens - because he wants to learn things about you. Information that he can use in these ways:
A. He learns what you like and dislike. He can use this information when finally talking to you to try to get into a relationship.
B. He learns about your personality. For instance, you might be a righteous piece of ass, but if you have an annoying personality, he'll get turned off. No point in wasting effort trying to get into a relationship that you know you would end, so better "do some recon" (reconnaissance) to determine that first.
C. He needs to assess your availability. After all, if you are taken already, that's a problem...

So, what "goes through his mind" is primarily data collection and processing.
Think of it like hunting... You study your prey before you go in and make the kill because you are more likely to be successful then.

Remember this:
Information = power.
The more information you have about someone, the more you are able to use that to your advantage in your dealings with them.
Of course, the more information someone has about you, the more they are able to benefit themselves in their dealings with you. (*)

It's like warfare. The more you know about your enemy, the easier it is to defeat them.
Similarly, you want to minimize the amount of information your enemy has about you.

(*) This is exactly why men are evolved not to talk like women do. Women are communal and benefit from mutual information exchange with each other. Men are inherently distrusting and competitive, so they do not commit toward giving out information easily.
