Why do black men tell white women they got soft skin?

Where did you hear that? I have personally never experienced that a person of color would say something like that to a white woman.

My assumption is that this is a more than just clumsy way to attempt to get into her pants. By giving fake compliments and trying to make her feel good, those guys would go great lengths to try to persuade those women that they indeed have soft skin while in reality, there is not much difference between skins of people of color and white ones.

It is only a matter of how you take care of your skin and if you hydrate it or not that you would actually feel a difference.
