It depends on how tall you are. If you are 1.50cm, 60kg is classified as overweight. However, if you are 1.60 or above it isn't fat at all. Check your BMI (Body Mass Index). A healthy range is between 18.5-24.9. You can calculate it over the internet. You should also have in mind that it strongly depends on what per cent is fat and what is muscle mass. If you are more athletic and have more muscles, then it is okay if you are slightly over the average.

It depends on your height. You're like 164 cm = 5.4 foot and when you deduct 10 from your height in cm you get the healthy weight for you. So your ideal weight is 54 kilograms. No, you are'nt fat. You're avarage, but you could lose some weight if you want and still be healthy. (btw... I'm 15 too and got 172 cm and 57 kg so you can see that this is completely normal) :)

With being 5'4, sweetie, for I am as well (Actually 5'3 and a half), 125 pounds at your tender age is a good weight.
No, not 'Fat' at all, but if you Feel you would want to drop a few, then only drop 7 pounds and nothing more right now.

i am also 15 years old and 60kg. i have been skipping meals and excessively exercising for months, and 60kg is my current body weight. i am aware these behaviours are unhealthy as a side note, but my point is that 60kg is absolutely fine. in my case, most of the weight is likely to be made up of other things than fat, as i do not eat enough to store fat continuously. hope this was helpful, and don’t let yourself slip into worrying about this stuff, because now that i have, it’s really not fun, and it feels awful. your body is beautiful, but i’m still struggling to come to terms with mine. have a nice day <3

Your BMI is indeed in the middle of the healthy range, so you are perfect. If you think you are fat, have your muscle/fat ratio checked in the gym. They can give you a plan for getting more toned if you want. Its difficult to judge without a pic.
